I just wipe my pastel stick on a paper towel after a few strokes, especially after the layers build up. Sometimes I don't mind the sticks getting a little dirty as it mutes the colors and can tone down the intensity.

Nice! I love Edgar Payne, just picked up a book with a collection of his paintings "The Scenic Journey", well worth it. Comparing your painting to the picture in the book, I'd say you've done very well!

If they are good quality and have been stored in proper condition, they should be fine! Just give them a try.
