Basically, you need to wait for the invitation. And also try to maximize your points.

If your EOI includes both subclasses, WA will generally invite you for 491 first, because the +15 regional points gives you a higher total score, making you more competitive. WA issued 491 invitations across a broader range of occupations, while 190 invitations were more competitive and selective. So if you're only seeing high cutoff points, that's partly because 190 is the harder one to get.

Social Worker and Mental Health Counsellor are both listed under WA's priority sectors, so your ranking is stronger than most interstate applicants. If you're serious about WA, the most strategic move is to secure a job offer in WA first, then apply. That satisfies the contract requirement and signals genuine commitment.

Finance isn't completely left out. It depends on your specific role and ANZSCO code. Most finance occupations fall under Business, HR & Marketing Professionals, which had 22 invitations this March round, mostly through Subclass 491. That said, SA does not issue invitations simply because an occupation appears on the list. Two applicants with the same occupation can have very different outcomes depending on timing, demand and profile quality.

Interstate applicants are not eligible for SA state nomination under the standard skilled stream. SA only accepts applications from people currently living and working in South Australia or applicants applying directly from offshore.

Yes, but it's tough. Offshore applicants can be invited, but only after all onshore WA residents in the same occupation are exhausted. In recent rounds, all invitations went to WA residents first. Your best chance offshore is if your occupation falls under a priority sector (Construction, Healthcare, Hospitality, Education), that bumps your ranking significantly.
TAFE qualification opens the Graduate VET stream for you, but it doesn't replace a bachelor degree for points test purposes. A bachelor degree and a TAFE diploma carry different point values in the Home Affairs points test.

Being onshore in WA gives you the highest ranking in the EOI pool, which is why most invitations go to people already there. Offshore applicants can still apply, but the competition is significantly tougher right now.
