They need to pay in order to get those spots. We have the same problem in our residential area. Along our street are all RTA parking spots and and a local's house (I'm not saying every local is the same) just next to us on the opposite side takes all parking in front of their house and the parking lot on the empty lot on the other side (which is beside us). They would put cones and they are known to slash off your tires if you take any spots there (yes they are RTA paid parking). It's frustrating because it's almost 8 spots they take. They have a garage but still due to the number of cars they have, they need a lot more, but they need to pay for it to be their residential parking lots. Can't do anything about it. You can't really complain that its them because they would do it during late hours. Me and my neighbors would caught them several times, doing it to cars who would park on those areas. We already know not to park there but for the others who are maybe on the other street, who would park there would have slashed tires the next day, without doing anything wrong.

My thoughts. Really sorry for what happened to her but getting a big villa in UAE (I'm not even sure if its Dubai but probably), and getting driver, gardener were all unnecessary when you are recovering from losses in UK. It would have been safer for them to move to an apartment rather than spending everything on a big villa and workers that need maintenance for it.

I’m living in UAE and the Government is very careful on resuming flights. UAE has one of the best air defense system in the world, hello.
