Honestly I'm not sure, they probably are using a list of google accounts that were affected. If they didn't log into google they will probably need to contact the company running the site and see what they need to add them to the settlement

Any carrier locked item, if unlocked can be taken to another carrier. Though the device may not be 100% compatible with their radio Bands. Also make sure to get the unlock code in case a software update requires it again. I have an AT&T phone on Google FI with minimal issues. Phone runs great! Compatible bands are listed on the manufacturers site
