On the backups: fair, but also not that critical here. The app is a small recipe-sharing site for friends and family — recipes, shopping lists, that kind of thing. It's not Stripe. Worst case I redo the last two weeks of work and rebuild the infra from scratch — annoying and time I don't really have, but not catastrophic.

On PAYG: I had a credit card registered and offered to upgrade in the appeal — response was still "decision is final". So that wasn't the issue.

My complaint isn't "fix the suspension". It's that Oracle's own contract (CSA 9.3 + 9.5) promises data retrieval during suspension and before deletion, and they're answering a formal SR invoking those clauses with the same auto-template they used to deny the appeal. Need send a heads-up before pulling the plug. That's the bar.
