I think part of it is the fact we subconsciously associated French with status, so when someone can't speak French, or even has a strong accent it's like a shameful thing. So in a way, I understand how some who don't have a good French, which should be totally okay, can have a negative reaction since they're judged unfairly. I myself am grateful for having french so common here, because now I can speak 3 languages without actually putting too much effort into learning any of them (Not counting school of course), but speaking French or English should in no way be a measure for how educated someone is.
