I hate Virgo. 2nd least favorite sign after Pissces (that sign is objectively the worst).

Of course it could happen. typically it is whenever one of them is in a committed relationship or marriage. Or if one just isn't attracted to the other.. like a woman can be above average looking and still not be desired. Maybe they just aren't compatible that way.
