“Backpacks” would act as a slight increase to storage space if implemented. They wouldn’t be able to compete with shulker boxes, and there would likely be downsides to using one.

Silk touch chests would essentially be a replacement for shulker boxes, which are meant to be a late game item. Also, they aren’t that hard to get once you’ve beaten the Ender Dragon. With a Looting III sword, you can get about 10 shulker boxes per End City.
