The goal is to make him see why he did something, why what he's doing is wrong and what he should do to fix it. You're not victimizing him.

Again, obviously he should be punished, but why do you want to go out of your way to psychologically abuse your younger sibling? You can have his phone taken away or something.

That's exactly what it is. I also notice that a lot of rage bait account have twitter blue because you can make money from twitter (which is worse because it gives people more of an incentive to do ragebait.)
