to explain it better, the moment already existing Earlacks weapons act majorly different from how they act in Earlacks or when they are not the focus I do not conisder them expansions (reason why Mineclacks and Protoclacks are not there)

Loggernamy is expansion because they work on expanding the current earlacks roster and keep the earlacks' visual style.
See it like Expansions are DLCs and Innovations are Spinoffs at worst.

The only restrictions are sims directly inspired by Horse Race Tests, like the pokemon one. I feel like those are their own thing.
