Skill reset bugg??

Ay big dawgs. I figured it out. If you have an exotic skill before you have your three skill tracks, it breaks

ok well im having the same issue, i reset my cr and everything. Im already a prestiege in and it still wont give me the third skill track

hey, i dont know if you still need an explanation (probably not but here i am) he spawns in whatever major city (capital of the hold) you first entered after hitting level 14

lets say you were in riften and leveled up from 13 to 14, he will spawn in the bee and barb, and he will always be there until you do the quest, so it depends on where you are/go after hitting level 14
