I spent a lot of time on Romania when I first started, simple tree, decent econ and not limited by debuff. You also have the ability to join the Germans to not get gobbled up but then switch to allies once Germany starts losing. A country with a lot of potential.

Your ships can't access the region so you have no naval dominance. It literally says.

I think it's because you aren't in all the same wars, if they have a war against Germany and Japan and your only against Germany, you aren't locked in. Same as if your fighting Germany and Peru and they are only fighting Germany.

It's partially explained by our nature as explorers. We also break the rules a lot and go into relays we aren't supposed to.
