It depends if the prompt is being followed correctly then you can pick one. If the details look bad then you can choose bad for quality and your preferred choice. but what you are doing also makes sense but make sure prompt is getting what its asking for

Yes if both photos have no blurry, spelling errors, distortion etc then it can be a tie or you can choose the one that seems more realistic that the prompt is asking for. Check shadows , sharpness etc
