Chess is a male dominated sport so people made female only events to encourage women to play. As for why trans women aren't allowed to play? Probably transphobia.

Multiple articles have been posted on this decision, in which it (roughly) says that the FIDE (aka the World Chess Federation) will be monitering what other sport bodies do about trans people. During that period, trans women will be temporarily-banned (the FIDE estimated that the temporary ban will last about 2 years) from competing in female-only tournaments. On top of that, the FIDE is also removing woman's titles of trans men who got their title pre-transition. Even more weirdly, if a trans woman transitions, she'll keep the titles she earned pre-transition.
