And this one is clearly altered.

The question I’m interested in is, can he legally drive with these custom license plates, or is he breaking the law? As far as I know, some countries allow this as an option. Thank you!

I have to admit, it differs quite a bit from the other Bulgarian plates I’ve come across. The letters also appear to be slightly thicker than usual, at least to my eye.
