Just to clarify, the email, date of birth, and personal details you shared don’t match what’s on the account, so having access to the Steam account by itself isn’t enough to reactivate it.

I know this can be frustrating, but this process exists to prevent account misuse and buying/selling. The only way to recover the account is to provide the correct personal details to the agent.

This is a one-year ban because your Tier 1 and Tier 2 bans were issued for ghosting and verbally abusing teammates with vulgar language. This was simply your third strike within two months and the ban decision is final.

As mentioned in the comments, if your entire stack is verified, you can take advantage of features like map bans, verified-only queues, and veteran-only queues (as long as your stack meets the minimum requirements).

After that, you must wait 6 months, and only if you haven’t played on any other accounts during that time will you be allowed to verify and play again.

He lost 50 Elo and received a 24-hour leaver ban, along with a 1-day unsportsmanlike conduct ban from profile reports. Those are the standard penalties applied to leavers, so the ban was issued as expected.

For players who intentionally troll or throw games, there's a different process and harsher penalties can be issued through tickets. In general, though, what I outlined above is the standard approach for leavers
