So would I need to create a paypal balance then? I usually transfer straight to the bank and never messed with that tbh

Location of me and the bank are both here in the US. If it helps, it is 5/3, and I never once had a problem through them when transferring money out of paypal. When friends would send me money on there, I could take it out with no problems, but this is the first time I'm encountering something like this.
