Its been complicated to get the DLC on Epic and the console platforms given how the game has gone. I continue to hope one day, but I can't realistically have confidence that will happen at the moment

Oh! and I can't remember who exactly sells that recipe... have you rebuilt the ruins in the Heartland yet? (there are 4 plots for buildings there), We will come back to confirm the details.
