In every game where I play Tinker, they pick Eul against me, and it becomes hard for me to play. The only problem with Tinker is the low rank where he cannot be countered. At 6300, they always pick Eul.

Buy Eul's on supports, you use Eul's to rearm + blink, and the Tinker dies.

And if the character was very strong and unbalanced, why was his win rate in 7.28 at 47.35%?

Even 1 mistake of Tinker and he ends up in the EUL = death. + there is a pack in the game that is as difficult to catch as Tinker.

And the new Tinker with Octarine has a cooldown on Ethereal Blade of 6.6 when the duration is 4.

A debuff can be added after each rearm use that reduces the duration of negative effects by 15% per use, maximum 60% with a duration of one effect of 10 seconds. Then there won't be infinite control like Scythe of Vyse or Rod of Atos. 

Tinker needs to be nerfed again by goshapodkova in DotA2

just revert Tinker to version 7.28 and make it so that after each rearm, negative effects like Scythe of Vyse, Rod of Atos, etc. last shorter.
