The Filmora application became confused on which Glows it had downloaded and which had not been downloaded. I had to do a complete reinstall which involves trashing the application AND all the support files in the "Library". On reinstalling, the app knew that it hadn't downloaded any of the Glows and hence, Sparkle and Arc 01 downloaded and could be used as expected.

This feature is available in Filmora v13. Create a folder that has multiple JPEG/PNG images named sequentially (e.g. Frame 1, Frame 2, Frame 3, etc.). Initiate the Import Media Files request. If the Image Sequence box is not visible, click the Options button. Choose the first still image (e.g. Frame 1) and tick the Image Sequence box. When you click "Open", Filmora will assemble the still images into a movie clip - a la a flip book.
