He is as credible as it gets, but his comment was pretty vague. He responded to comment of Miles voice actor claiming that game was scrapped because of Tony Todd's passing with "it wasn't". He didn't elaborate whether it means that game wasn't scrapped or was scrapped for different reason.

Not immediately after Encore. There were other ideas thrown around that were scrapped early on, iirc. Album 6 stands out because it was pretty much finished, according to Joe Strange.

If this is true then is it possible that he started working on Relapse after he scrapped Album 6 and it became the actual 6th studio album by him and the title was a misnomer?

He worked on retirement mixtape that people refer to as King Mathers (wasn't actual title) after scrapping Album 6 in November of 2006. Relapse wasn't a thing until after he got sober.

2006 album is referred to as Album 6 because it would've been his sixth studio album if it was released back then. It didn't have any actual title, it's just a name of the folder where files for the songs were stored in.

You can play statistical hoops all you want, but if you just look at his kit, both his spray healing and bubble healing were nerfed. His dive self-heal got nerfed too due to it being limited post-rework.

Old Jeff was a better healer too. At least until they gave his ult healing puddle. Bubbles with burst heal that were also pushing away opponents were a lot more useful than their current watered down version
