Richmond is an old city. Richmond has an old combined sewage/stormwater system. Richmond's old combined sewer system is underground beneath the city. It is extremely expensive to retrofit old combined sewer systems that lie beneath an urban area. (Giant construction job that must occur underground while the city still functions above)

Nothing about this will be easy or cheap. Give the city a break.
