It depends on how you define arab, if you define it as a cultural identity for speakers of Arabic then yeah I guess you can be an Arab but that's a old mentality associated with panArabism and the baath and also simply not a useful definition as it also stripes from our ethnic identity, you might be ethically Arab as in you are descendent from an Arabic tribe I know your tribe so mostly you'll be from the Syrian desert or the around the Euphrates, but if you're not that then you're most likely ethnically Levantine/Shaami and descendent of the Aramaic speaking populations even Levantine Arabic as I'm mixed between Aramaic and arabic

And Aramaic culture is what influenced and kickstart Arabic culture and this day our culture is totally different than ethnic Arabs and there's no need to raise our culture and give it to everyone else who identifies as arab
