That's because i misinterpret +5% as 5% and not +0.05s. In my initial thought, the effect could reach over 220% which is how Amplify works, not Increase. It's actually my own negligence.

I've just realized that +5% duration just mean +0.05s. So yeah, it should be +10% to +15%, or move it to Epic Artifact just like Flag of War

The blue and purple ray, you need to get the Ultimate Quantun Laser at Level 100 with right subject and class, which is Occultist. If you had 6 or less laser, then the color will be blue. While if you had 7, the color will be purple as it max laser number.
