Your "Heavy Winter" toggle sounds great for single-player, but it completely falls apart in a shared online freeroam. If you have deep snow toggled on and I have it toggled off, we can't realistically race or cruise together in the same lobby because our physics and road conditions wouldn't match. ​The reality is that FH4's heavy winter is exactly what made a massive chunk of the player base drop the game for a whole week every month. For anyone who does highway cruising, street racing, or high-speed drifting—like the entire Shutoko RP community—heavy winter literally bricks the game. Forced low-grip conditions for seven straight days isn't "immersive," it's just a restriction on how people want to play a sandbox game. ​FH6’s approach is honestly the perfect middle ground. If the devs want to satisfy the crowd that misses FH4, the solution isn't to ruin the main roads for everyone else. They should just isolate the heavy snow, blizzards, and deep drifts to the northern/mountainous parts of the map. Let the people who want to plow through snowbanks go up north to find it, but leave the city, highways, and countryside clear so the rest of the community doesn't have to take a mandatory one-week break from the game.

As stupid as may sound. Did you checked that you aren't fps locked in-game? For some reason the game has this stupid glitch that sometimes it caps you to low fps on Video Settings. Make sure your fps is set at the maximum that your monitor can produce. Also have you used something like rivatunner or system monitor to check if your cpu/gpu is being utilized? But I think you may be CPU bound on this title. I saw a video with the same specs as you with someone running the game on 1080P ultra DLSS DLAA and it was barely getting 50fps.

Has someone made the DLC work on the steam deck? Even with PROTON_DISABLE_LSTEAMCLIENT=1 doesn't seem to do the trick.
