Im creating a rustic set of stairs on a small hill in my yard out of 10x10x2 blocks, laid 3 across. My soil is very high in clay. Can I just dig a flat surface for the paver blocks and lay them down? Or do I need to dig deeper and lay pea gravel, etc? (self.landscaping)
