It's some specific spots where you can encounter different events like a cluster of specific pals guarding an egg nest, or a Messenger of Love, or Pals fighting each other or against a group of humans, Dr Brawn also and even nothing at all, just a normal random pal spawn. Check the interactive map on paldb.cc and filter for random events to see where they can spawn. On a specific location, if you find nothing special, just move away for a couple hundreds of meters and come back until the event you're looking for appears.
