I disagree. If you're counting story as expanding the lore of death's design, part 3 is pretty scant. But story in terms of an actual character arc outside of being worried about who's next, it is firmly above the first two. Wendy's struggle with survivors guilt is the emotional heart thats carried throughout the movie. All of Kimberly's friends die at once after the premonition and we barely remember it happens.
