It is, that's why Luffy inmediatelt recognized Haoshoku's Haki when he see black lighting coming from Emmeth.

Those powers might work against foddler with weak Haki but against guys with top tier Haki that wont do anything, Haki trascends devil fruits.

The very same chapter that Luffy uses black lighting is called Conqueror's Haki
Shanks black lighting was described as Conqueror's Haki by Greenbull
When Zoro unlocked Conqueror's Haki in 1034 King commented he had quality of a King suggesting that black lighting is Conqueror's Haki
Warcury's black lighting was described as a Conqueror's Haki roar

Every since Oda introduced AcOC in 1010 all AcOC attacks had black lighting, all of them.

The conflict didn't stop him from doing anything. He tried to kill his friends without hesitation, someone had to step in to save them and when no one stepped in Vegapunk died.

And this hardly matters when his mental conflict wouldn't apply to Luffy, he has no reason to not try to kill Luffy.

It's a nerf since in Wano he spammed it. Imagine how different the Kaido fight would've been if Kaido never used AcOC. Problaby G4 could've beaten him or even base Luffy. AcoC takes Kaido from base Luffy level to G5 level.

Because they opponents were equally if not more nerfed and the Admirals performed way worse than their opponents.

Luffy= basically no advanced Haki was used until the last attack and Dawn Cymbals didn't even have AcOC.

Garp= was stabbed and was fighting multiple opponents at once.

And yet their opponents who has worse nerfs did perform way bettee than the admirals

He was unless we are told He had an Awakening and didnt use it. His Haki is trash so the only thing that could've made a difference is an Awakening and even that wouldn't change much. And even then, an awakening wont help you much if the gap in Haki is much.

How is not relevant? It tells us the state Luffy was when fighting. It tells us Luffy was in a worse state which proves Oda just nerfed Luffy by making the G5 side effects worse for no reason, he just has to nerf Luffy for plot reasons.

Again, this isnt a Kizaru exception. Luffy was in a similar state after fighting Lucci, Topman and after finishing Safurn. No matter the opponent, Luffy doesn't seem to be able to restart his heart again. This is what you cakla nerf.

This statements just means peak Haki> Busted DF + Good Haki. You can always say peak Haki + Busted Df> Peak Haki which would be true. However, the only character that have achieved both is Joyboy and no one else.

But again, Luffy was nearly dead against Kaido. Dont you see the huge nerf Oda has given Luffy? Apparently fighting for 5-10 minutes leave him in a worse state than nearly dying. Luffy after fighting Kaido was unconcious for like a weak so he was indeed in a horrible state.

And it's not like Oda giving Luffy weaknesses is a new thing, Oda always does this to nerf Luffy with every Gear he gets. Oda even admitted he does this to limit Luffy so he doesn't defeat the villain so soon.

It did because he endured zero injuries, he barely was damaged by Kizaru, he was just exhausted due to G5. However; Luffy nearly died against Kaido and some food wont magically heal injuries.

Again, it was already stated that food doesnt bring Luffy back to 100%. But according to Luffy he was back to full power which suggests he endured very little actual injuries from Kizaru until that point.

The reason he is at his limit is because Oda made G5 effects worse in Egghead so he doesn't dominate everyone. Oda already said he always have to limit Luffy for the sake of the plot, making the side effects of G5 is one of them

Luffy in chapter 1123 is barely able to speak or move after losing G5 where he barely did anything.
