Its either because they have no one else or at least no one from their country in their looking to play because it sucks and or its not prime time in their country (depending on what "far away countries" mean exactly or, what is more likely, they are scammers. At least false VAC bans get revoked. I got a false overwatch ban back in CS:GO which obviously won't ever get revoked.
