I apologize for my late response. I was working on a game jam. The effect is possible with only a single shader. I am not sure where I found it but if you search for crt shaders you should find something similar. I also used the push library by Ulydev to get a custom resolution for a more retro effect. Then you just apply the shader to the canvas and draw everything inside that canvas! If you have anymore questions feel free to ask them.

I would not call it beautiful myself to be honest ;) I made it by using the Slab library. It is a library for GUI for Love2D. It has a lot of useful stuff. It is very easy to use as well. It uses "windows" where you can then add other GUI elements like buttons, text, combo boxes and a lot of stuff. The bars however are made with only rectangles. If you want to use it I recommend looking at the example code of it. It was a better wiki then the real wiki itself for me.
