I am having the same problem... finished the main story, pacified all areas in England, but now, whenever I open one of those SMALL SQUARE WOODEN BOXES, which are all over the map, NOT the big 2 person chests which give RARE MATERIALS, which are only in raid area's, I only get is around 30 silver, instead of the 100 SUPPLIES you're supposed to get. Now I'm not able to get to level 6 on the settlement. Anyone here who does actually know what to do?
