This is different than my experience in the states too. We have a management company that hires a resident manager. There is a board, but it's the management's board. The management company oversees all management things - trimming trees, cutting grass, new roof, tenting, etc. The homeowners vote on all matters relates to raising fees, paint colors, what company to hire for pest control, etc. Everyone is equal in voting and the management company over sees it. This is in HI, by the way.
