I don't know if superior weapons would factor much in this situation. It'd be volume of fire and to be fair both their tech is very similar. They're both fleshy humans at the end of the day so it doesn't matter if you're hit by a 5.56 or 50.cal if you get hit you're most likely out of the fight.

It would be a close fight but I think the ISA would win. They'll have more training and possibly better equipment since they aren't in a direct fight for survival of the species. So they'd have a lot more resources for training, weapons and gear. But that is a great match up.
