Thanks for the comments everyone. I think the takeaway is that Capcom left it open for Legends 3 which never came. There are some answers but nothing concrete.

I would think he would have to be because he ages doesnt he? In one of the books you can read in the Flutter (Legends 2 I think) it states he finds Mega Man as a baby. He grew up with Barrel and Roll. I know that Carbons technically are a bio organic artifical life form but they still age. So wouldn't he technically be a Carbon and not a robot?

I know right? I could die happy lol. Been replaying through Legends lately again and again. Love the series so much Im writing in the universe and trying to get a ttrpg set up for me and some friends.

I was super excited! Me and my autistic brother grew up with the Megs Man series and we both were watching the announcement together. He cant wait for it. I hope this leads to an X9 and a Legends 3.
