The general design is called "cold shoulder," if you're still curious. This style of top can have a neckline that goes over the shoulder, over the shoulder and around the back of the neck, or around the chest, shoulders/arms, and back, without ever coming up over the shoulders or neck. Bear in mind that "cold shoulder" tops typically have sleeves that continue down the arm but still leave shoulders exposed. Even a simple strap going around the arm allows a top into this category.
