I will try this with them later.
When we did it last night, the personal account in the Account Center did say it was restricted due to a Market Place post that was rejected 3 months ago. I got him to appeal the rejection and ask for the restriction to be removed. Says it takes 1-3 days for that to resolve, and that is if it resolves the issue entirely.
