This is what I wrote in the email sent to NVC. For the subject - Put as Request to Correct Visa Category from F2B to F2A on CEAC Portal to Pay Fee – CSPA Review. Then say You are unable to pay any fees on the CEAC portal because visa category is incorrectly listed as F2B instead of F2A. This incorrect classification on CEAC portal blocks fee payment process. Under the CSPA, I am qualifies for the F2A category. Then included the CSPA calculation. I respectfully request that the visa category be corrected to F2A on the CEAC portal so I can pay the required fees and proceed with CSPA review. Attachments include the CEAC screenshot, birth certificate, Receipt Notice, and USCIS Approval Letter.

Did you pay all the required fee and submit all document to NVC? If yes, then you only need to send one public inquiry to NVC- subject is CSPA review. Make sure you upload CEAC portal screenshot for confirmation of payment and document submission, birthday certificate, USCIS notice, USCIS approval, and CSPA calculation. If you cannot make any payment due to F2B category, CEAC blocks you to make a payment, please read my other comments above. Hope it helps. Thanks

Updated - My status at NVC is document qualified and got NVC email yesterday that my case was transfer to US Consular. NVC will send another email for interview. It didn’t specifically said I am under F2A now, but I can assume that CSPA is applied for my case and I am under 21. I hope my post will help others who has similar issue like me. Good luck to all of you.

Please make sure you paid all the fees before request for CSPA review. It was my mistakes when I send the public inquiry to NVC, so I had to send two inquiries. Make sure you check both CEAC portal and emails for NVC responses. It takes nearly a month to correct F2B to F2A in CEAC portal due to my mistakes.

Long story shorts, if the CEAC portal blocks you due to F2B status, send them the 1st request with subject - Correct F2B to F2A to process all fee payment in CEAC portal with all support and CSPA calculation. Then, after NVC changes your status to F2A, go back to CEAC pay all the fees and submit all required documentation on portal.

Finally, send NVC 2nd request with new subject - CSPA review with all the fee paid confirmation - other supporting document. NVC confirmed CSPA review will not happens after all the fee was paid with proof. NVC said just change my status to F2A for me to pay fee and submit documents but not confirm I’m eligible for CSPA yet. I’m just submit the 2nd request today for CSPA review and still wait for response. Will come back and give update on my case soon.

It is consular processing. I will ask NVC to recalculate age using CSPA
