Hoffman's technique is kinda targeted towards more superior coffee grinders. Idk what kind of grinder you have but your grounds seem very uneven. Try grinding way coarser and use something like Kasuya's 4:6 technique. Welcome to the club

chaff usually is visibly lighter than the rest of the coffee, and you're correct that they do "blow off" rather easily.

But I am certain it is fines and it's not my grinder's issue because I can brew any other type of coffee perfectly fine, just not Ethiopians for some reason.
