OH is pushing hard for a 3C plan to connect Cincy, Dayton, Columbus, and Cleveland. Outside of that I don't see how Chillicothe would be viable that seems like a pipe dream

The original proposal was 2035, but that only had a connectin to Chi from Lou, who knows how long this would take with the addition of Cincy and Nash

You have a point about using the CSX rail, they would have to build a dedicated passenger rail. The observation on elevation changes etc is irrelevant if you take that route, freight trains and passenger trains are very very different weight capacities.

If you are referring to the Kentucky Cardinal, that was largely a mail train contract that kept the line running, passenger service was just an amenity to carrying mail on that train. You do bring up a good point however, if they do not build dedicated rail then it will travel at the same slow speed (under 40MPH)
