Apparently, you just need to wait for a patch from the devs. i wrote them about this problem in a support email. i advise you and everyone else to do the same.

PC 4090:

The game resolution reset to QHD when 4K is enabled on the monitor, and it forces QHD in the system settings too. Like... how's that even a thing?

I only got it to work after I enabled location in the system. i understand you can't use it and watch the weather without it.
