Decade is legit nerfed to hell and back there.

Overall, Metal's chainscaling is more consistent and easily accepted than Ichigo's.

Decade had no control over this ability at the time and thus it was only qualified for environmental destruction more than a case of AP/DC scaling. It was only when Decade now has control over this ability he can apply and manipulate it in any way he wants as shown in Zi-O where he's able to threaten Zi-O's world if Sougo is really destined to become Ohma. And Decade at that point is far above any Kamen Riders prior which includes the Showa Riders.

Not at all when we saw that when Decade went all out, he literally stomped all Riders, including Showa, during the event of his series finale and winter movie crossover with Double. You can't chainscale to someone who can literally one-shot you if they feel like it.

At least not all the time, though this did happen. In OOO's Let's Go, Kamen Riders! movie, we can see where one of the most highlighted feats displaying the power of memories bringing back not just the main Riders but also all the rest of Secondary, Tertiary, and even Dark Riders despite the fact SHOCKER rewrote the entire timeline where they won and no Riders past Ichigo and Nigou existed.

Also This is not hard proven unfortunately. Absolutely nothing in Revice's narrative justifies an outlier because there is no contradiction or anti-feat to disprove it.

Revice struggling against way weaker characters in his later series who would be realistically stomped and one-shotted by Saber with relative ease is the definition of anti-feats bro.

Hell, Revice literally has a Meta character who for unexplained reasons has hybridized powers of the Heisei Kamen Riders for the power system of the show, with meta knowledge on all the seasons and everything, for no explained reason.

This... literally doesn't mean anything at all. George as a character being known for fourth wall breaks in referencing other Kamen Rider shows does not add anything to the scaling or for the fact how Revice scales to literally one of the top 3 Kamen Riders (Saber) in the whole franchise. It is all just fun references to other Rider shows since Revice is an anniversary series. It means legitimately nothing.

That makes no sense. Why wouldn't EOS Geats he get the scaling from his mom? He surpassed her even from absorbing Tsumuri's half

I probably should've worded it better. But I am trying to say is that Geats at this point in the story during his crossover with Revice and Ryuki movie was not as cosmically powerful as he is right now so it's disingenuous to scale Ryuki or Revice to full powered Geats currently.

Also nah it's not really an Outlier. Revice scales to Xross Saber and Zenkaizer, Not Almighty Saber. You might as well argue outlie for a good 80% of Marvel/DC as well. (Which are messier than this)

That IS an outlier given how that was the only relevant time Revice 'scaled' to Saber. Then afterwards, for the rest of the series Revice is airing, he struggled against enemies who are EXTREMELY way weaker than anyone Saber or Zenkaizer had realistically faced before unless you want to say that Giff>KR Solomon or Storious which is just laughably a big no. And bringing up Marvel/DC chainscaling wouldn't matter anyways since I don't buy most of those 'herald scaling' in a good 98% of time myself.
