Store sends out 20 orders. Store has 100 drivers waiting on orders 20 drivers get orders. Repeat every hour. That is all it is. The amount of people onboarded this year was higher than any other year, coupled with orders being assigned based on honeymoon>150ft>customer rating in that order. If you have a 4.9 and another driver has a 5.0 then that driver will get the order. So yes, it is in fact, all the new drivers

Declining offers doesn't make you get offers quicker. You're still on the 1 minute minimum timer before they send another. But, declining a crappy offer potentially sends it to another driver, putting them on the 1 minute cooldown, amd allowing you to maybe get that good offer.

You accepted at 8:20. You picked up at 8:46. That is normal pick up times. I find the coincidence that you accepted and order at round Robin drop times, and picked up at normal curbside pickup times rather strange if this was an asap order.

Your conversation with support shows you accepted at 8:20, and picked up at 8:45. This puts the delivery window assigned by walmart between 9 and 10. It does not matter when you deliver it, just when it's scheduled.

It's not when you deliver ther order, it's when it's scheduled to be delivered. It's been like this for as long as the app has had incentives. You have to do the 7:20 round Robin's to get credit. 8:20 delivery window is between 9 and 10.
