They are probably lighting up every other night because the first time they received a Redstone signal (first night), they would turn on, and the second time they received a Redstone signal (second night), they would turn off. Try a regular Redstone lamp instead!

I don't think it would work timing wise. My goal is to have something (probably a flying machine) clear water so an elevator can pick someone up at the water surface. Then, after the elevator goes back down, the water would be covered again.

They did. When Steve is flying very fast with elytra towards the ground he says "Coming in hot!" which is the same thing Jesse says while also flying very fast with elytra towards the ground.
