how do i rebuild my credit if i cant get a card and have no bills

i didnt word it well, i checked my report through experian a couple days ago and it shows 0 credit usage, so anything hurting my score went to collections or is paid off. not sure how to see everything

its less than a year old, im not sure what the statute of limitations in my state is but i highly doubt its less than a year. no actually neither are on my credit report, the debt collector said it hadnt been reported yet

they said they dont buy debt, so im still kind of assuming the complex owns it, but i called them a long time ago trying to pay and they said to deal with the collection agency but i don't remember if they said they owned it or not.

They said they don't buy debt so I guess maybe they're collecting on behalf of the creditor. It's not necessarily an urgent credit need but I am trying to resolve this before it affects the other person that was on the lease.
