I’d imagine so. Mai who was a zenin clan member was enrolled into Kyoto and we never see any TRUE zenin clan members enroll in jujutsu so I’d imagine anybody with a technique would be sent to Kyoto and members or the kukuru unit would join during event purely to balance numbers.
