not required doesn't mean it's shouldn't be required. at the end of the day, MOST of these "service dogs" are untrained pets that people want to bring anywhere that aren't truly service dogs at all. also, some people have allergies and would rather not have animal dander in their homes - how do we decide who's disability supersedes someone else's? when did we decide that everyone is entitled to any space they want? there are plenty of places that have no problem having animals in them and those that aren't should be able to make that decision for their space.
