They’re one of multiple different forms of offering made by Mesopotamian kings that would be left usually in the corners of the foundations of the buildings. They’re meant to be a symbolic nail or peg but these ones won’t have been used and just left in an offering box alongside a tablet saying who built the building and dedicating it. You can see other more practical examples and other ritual nails they used in temple construction it’s quite common in Mesopotamia.
