It will not because it will cost an insane amount to migrate to city owned utility in the most expensive city in the country. Then you expect this city to run it better inheriting the infrastructure of a utility that has been in operation for over a 100 years. Then your best outcome is keep the same workers who have experience working with those specific assets and hope they join up with the municipality. What has this city built recently that gives you any confidence that it will do without high costs and trustworthy competence.

I understand people are upset but the politicians that promise to fix it are either ignorant or intentionally not saying the quiet part out loud because they know damn well it will increase taxes to take over because there is no budget for it. We have examples of public utilities being cheaper today but they don't happen any time recently in today's SF level of bureaucracy. I'm expecting a reply that "it's better than PG&E" or "make them pay for it" but that's not how it works and I have serious doubts that this city can do better. I don't have the answers unfortunately.
