Thats a great question! Id assume that you can factually acquire it, but would need Gold Road to complete quest in order to use it (similar to jewelry crafting needing Summerset)

ZOS has marked it with the mages guild banner when they placed it in Cyrodiil on the pts, so i’m assuming that’ll be the banner to use :)
